The Long Range Advisory Committee

What the LRAC is, how it was founded, what it recommended, and how the district used it. Assembled from the committee's own charter, every agenda and set of minutes from its first meeting in September 2022 to March 2026, its presentations to the Board, six Wayback Machine snapshots of the district's LRAC web page, and the records released to Boulder Reporting Lab.

  1. Founding. Staff proposed the committee at an April 19, 2022 Board work session ("Stakeholder Engagement - Working Group… 15–20 people… Third-party facilitator"). The Board adopted Policy BDFF, the committee's charter, in June 2022. 120 people applied; 29 were seated; the first meeting was September 28, 2022. Apr 19 deck BDFF roster
  2. Its product. On June 13, 2023 it gave the Board an annual trend report, two thresholds (Advisory: fewer than two classes per grade and less than 60% of capacity; Community Engagement: below 50% of capacity and fewer than 1.5 classes per grade, with a five-year projected trend), eight guiding principles including "Municipalities should be included in conversations about closing or consolidating schools," and three recommended Board actions (study open enrollment policy, study attendance boundaries, survey the community). The district's copies of the document have since been reworded to "two or fewer" and "1.5 or fewer": the thresholds changed. June 13, 2023
  3. How it was used. The district followed the recommendations for two years: the first trend report (Feb 2024) put six schools in Advisory and one, Heatherwood, in Engagement; Heatherwood got a co-design process; boundaries were studied and changed. In October 2025 the Board moved to a district-wide options process. The minutes show the committee being briefed on that after the fact and asked for advice on the engagement format. In April 2026 the district told a reporter the Board had "set that system aside." Feb 2024 report minutes 2025-11-17 CORA #312
  4. The numbers to hold on to. By its own counts, made with "or fewer" where the committee wrote "fewer than", the district put one school in Engagement status in 2023-24 and, in March 2026, "Two schools—Heatherwood and Flatirons—currently meet the community engagement criteria." The district's October 2025 projection had three schools reaching that status by 2028-29. The August 2026 proposal closes or consolidates ten. minutes 2026-03-09 Oct 2025 deck
  5. Was anything removed from bvsd.org? The LRAC page was never taken down; it has grown since 2022 and today links every agenda and set of minutes. What did disappear, per the Wayback Machine: the founding roster ("Read the List of Committee Members"), replaced by a current-members table; the Google-Doc version of the metrics, replaced by a web page; and YouTube links to two Board updates, replaced by BoardDocs links.

1. The charter: Board Policy BDFF

The committee exists under a Board policy, not a resolution or a contract. The full text is short. Two copies survive with different adoption dates and small wording differences; the BoardDocs copy is the one the LRAC page links. BDFF_Long_Range_Advisory_Committee_policy_BoardDocs.pdf BDFF_committee_description_bvsd.org_July2022.pdf

Committee Description. "The Board of Education shall appoint a Long Range Advisory Committee (LRAC), which shall develop recommendations to ensure sound long-term facility decisions consistent with the needs of the School District and in support of the School District's strategic initiatives. LRAC is intended to provide a high level of accountability, engagement, and communication with the Boulder Valley community to ensure stakeholders are engaged and their values and priorities are reflected in the Board's decisions."

Committee Responsibilities. Review enrollment trends and facility utilization; review program offerings and "analyze cost-effective ways to provide space for these programs"; "Assess system-wide school and facility utilization and develop strategies to ensure an equitable distribution of program opportunities for all BVSD students"; "Provide periodic updates and recommendations to the Superintendent and the Board of Education."

Membership. Up to 30 members reflecting the district's "social, economic, ethnic, geographic, linguistic, and age demographics," with backgrounds "including but not limited to general business, real estate, information technology, development/construction, architecture/engineering, and financial management/banking/accounting." At least two members from each of Mountains, Boulder, Louisville, Superior, Lafayette, Erie and Broomfield; an elementary, middle, high school and charter principal; a BVEA representative; and one member each from the Budget Advisory Committee, SEAC, DAC, DPC, CAPL, Equity Council, Youth Equity Council and Parents of Color Council. One-year terms, renewable. Applications reviewed by staff, "present[ed]… to the Board of Education for approval."

Meetings. "Not more than monthly or less than quarterly… All committee meetings shall be open to the public." Recommendations by vote "or any other fair and appropriate process the committee may adopt."

Two things the charter does not say: that the committee's advice binds the Board (it is "advisory," as staff reminded members at the third meeting), and anything about how the Board should proceed if it later chooses a different approach. The Oct 19, 2022 minutes record a member asking "Who wrote the purpose of the committee?" and the answer: "It was written by staff and approved by the board." minutes 2022-10-19

2. How it was founded

  1. Board special meeting, "Enrollment Outlook." Staff present kindergarten and elementary decline and propose "Stakeholder Engagement - Working Group: 15–20 people; third-party facilitator; district representatives Rob Price, Bill Sutter, Glen Segrue, Robbyn Fernandez; principal, regional parent, DAC, DPC, equity committee, employee association and student representatives," with a timeline: Board approves charge (May–June), recruitment (summer), meetings from September, updates to the Board, recommendations by spring 2023. 2022-04-19-Enrollment-Outlook-worksession.pdf
  2. Policy BDFF adopted (the bvsd.org copy says June 7, the BoardDocs copy June 14). The committee grows from the proposed 15–20 to "up to thirty (30) members." BDFF_committee_description_bvsd.org_July2022.pdf
  3. Recruitment by email, district committees, newsletters, social media and news: 120 applications. Staff select and the Board approves 29 members (list below). 2022-11-08-LRAC-Update-to-BOE.pdf LRAC_founding_roster_2022.pdf
  4. First meeting. Price "provided an overview of the charge… with an emphasis on the importance of providing recommendations and metrics to the BVSD Board of Education regarding the consideration of facilities use in the future." Facilitator Dr. Kathleen Shiverdecker. Glen Segrue presents the Enrollment Outlook; members log 26 questions, from Marshall Fire impacts to "Is there any district/community in the United States where the trend of declining enrollment has been reversed?" agenda 2022-09-28 minutes 2022-09-28
  5. Yvette Salas and Jeff Anderson elected chair and co-chair. Fernandez presents "benefits/drawbacks of 1-round vs. 3-round school experience"; Sutter presents school finance; a member asks for "cost information associated with closing a school." minutes 2022-10-19
  6. First update to the Board. 2022-11-08-LRAC-Update-to-BOE.pdf
  7. Guiding-principles discussion. "One committee member shared… that she had heard that closing schools would be last on the list of options"; "Recommendations the group makes to the Board cannot be specific to what we think will happen. They need to help the Board be nimble." minutes 2022-11-28
  8. Co-chair Jeff Anderson tells the group "staff and the committee are struggling to make progress" and that members "may not be as qualified to make a recommendation as staff"; he "planned to ask staff to draft a recommendation." Sutter explains that schools below three rounds receive staffing "beyond what the model calls for," a difference that "could be viewed as a subsidy." minutes 2023-01-23
  9. Staff bring a "supposal document." Sutter "recommended that cost per pupil numbers not be part of the annual report to the Board in order to keep decision-making focused on the quality of the educational program," and that capital costs be left out too. Anderson tells the committee the district "is able to use funding reserves to shield schools from the impacts of declining enrollment," but that ability "diminishes." minutes 2023-02-27
  10. "The committee agrees closing schools is a last resort and the outcome should be as transparent as possible." "The Supposal should be more transparent about the possibility of closure." Sutter: "BVSD is not in the same financial position that necessitated school closures at other Districts." minutes 2023-03-20
  11. Board work session on the draft. The deck's cost slide: a one-round school costs $2,509 more per pupil than a three-round school, $431,505 a year; "Each 1% drop in enrollment (300 students) = ~$3M reduction and 12 fewer teacher FTE." "What LRAC is NOT: a committee to solve declining enrollment… affordable housing… marketing… birth rates." 2023-05-16-LRAC-BOE-Work-Session-deck.pdf 2023-05-16-LRAC-Proposed-Metrics-and-Recommendations-draft.pdf
  12. Committee debrief. "The Board thinks it is an issue of attracting kids, but the issue is a lack of kids." "Unless something unexpected happens, the District will close schools in the next decade." "This is really solving a cost inefficiency problem." Members ask that "Tier 1 / Tier 2" be renamed "Advisory" and "Community Engagement" "to reduce the stigma and anxiety of the 'small school designation'." minutes 2023-05-22
  13. Final metrics and recommendations presented to the Board. Next steps on the last slide: "Direction from Board; LRAC study secondary school enrollment trends." redline as attached 2023-06-13-LRAC-Final-Metrics-and-Recommendations.pdf 2023-06-13-LRAC-BOE-Final-Recommendation-deck.pdf

3. Who served

Founding roster, 2022–23 (29)

Current membership per bvsd.org, September 2026 (17)

10 of the 17 current members were on the founding roster: Jeff Anderson, Josh Baldner, Brooke Daerr, Trish De Fries, Tina Marquis, Dan Ryan, Yvette Salas, Della Smith, Caleb Starbuck, Jim Topping. The charter calls for at least two members from each of seven communities and a charter principal; the current list has no Mountains, Erie-Lafayette parent or charter representation and the July 2024 recruiting notice asked specifically for Superior, Broomfield, Lafayette, Erie, CAPL, DPC and SEAC seats. Jul 2024 notice

4. What it recommended, verbatim

Annual trend report. "Beginning in February 2024, staff will provide an annual enrollment trend report to the Board of Education regarding school utilization which also includes number of classes per grade level and five-year enrollment projections by school."

Enrollment Advisory Phase. "If an elementary school has fewer than two classes per grade level and enrollment is less than 60% of capacity, the Board and community should be aware: Resource allocation will adhere to the established staffing funding formula to the greatest extent possible; Multi-age classrooms may be necessary to meet the funding formula; Library, counseling, and specials may be limited."

Community Engagement Phase. "If an elementary school’s enrollment continues to decline below 50% capacity and fewer than 1.5 average classes per grade level with a projected trend to continue for at least 5 years: The Board will engage staff to lead a community-based process to develop possible solutions to be considered by the Board… Decision-making should be in the context of looking at geographic areas or multiple schools at the same time if appropriate. Timeline will be established by the Board. The outcome of this process may result in one or more of the following…: Continuing to operate at the established staffing funding formula; Focus or specialized programming; Reallocate grade levels with neighboring school; Closure/Consolidation."

Guiding principles. Equity and access "at the heart of every recommendation or decision"; "Data should play a significant role"; mountain schools "require differentiated decisions"; "maximize efficient use of resources for all students"; "change is hard, and communities will need to be supported through any transition"; "Municipalities should be included in conversations about closing or consolidating schools"; "The facility condition and the cost to modernize an existing school to meet educational specifications should be taken into consideration"; "District-wide responses and optimization of resources should also be explored when appropriate."

Recommended Board actions. "Evaluate Open Enrollment Policy JECC & JECC-R; Study current attendance boundaries (Policy JC)…; Conduct community surveys to identify desired or unmet needs, priorities, and preferences of the community." Plus "Important Considerations": transportation and the driver shortage, future capital and maintenance costs, environmental sustainability.

These are the sentences given to the Board on June 13, 2023 and again on February 27, 2024. The Google Doc the district links, and the copy it has filed and produced since May 2025, read "two or fewer classes per grade level on average and enrollment is 60% of capacity or below" and "1.5 or fewer classes per grade level on average and is at 50% of capacity or below". Until September 28, 2026 this section quoted that later wording as the 2023 text. The thresholds changed

The May 16 draft called the two phases "Tier 1: Small School Designation" and "Tier 2: Community Engagement Process" and listed "Changes to open enrollment preferences and/or boundary changes" among possible outcomes; the final version renamed the tiers at the committee's request and moved boundary study to the recommended Board actions. draft final

Barber to Boulder Reporting Lab, Apr 27, 2026 CORA #312"While LRAC helped set up a system to monitor and support schools experiencing declining enrollment, the Board set that system aside when it decided on the current approach. Consequently, that data will help the process but won't be the deciding factor for actions taken at specific schools."

Read fairly: the "or" in the 2026 council decks may be a slide-editing slip, and the LRAC's own recommendation contemplated "geographic areas or multiple schools at the same time" and a "District-wide" response. But the district's own counts under the framework had put one or two schools into the engagement phase; the proposal the Board votes on September 22 reaches ten buildings (six closures and four consolidations per Denver7). The step from the LRAC system to the district-wide options process was taken by the Board in October 2025; the committee's minutes record it learning of the six options afterward.

6. What the minutes show about the committee's role

"Who wrote the purpose of the committee? — It was written by staff and approved by the board."Oct 19, 2022 minutes #
"Jeff Anderson commented that staff and the committee are struggling to make progress and that although members of the group are highly qualified and bring diverse perspectives, they may not be as qualified to make a recommendation as staff. Anderson told the group he planned to ask staff to draft a recommendation to bring to the group in February for discussion."Jan 23, 2023 minutes #
"Bill Sutter spoke to the committee and recommended that cost per pupil numbers not be part of the annual report to the Board in order to keep decision-making focused on the quality of the educational program… Sutter also recommended that capital construction costs not be included in the annual report."Feb 27, 2023 minutes #
"Price noted that the district is moving forward with all the recommendations provided by the committee."Sept 18, 2023 minutes #
"Heatherwood has the highest FCI score amongst BVSD elementary schools, which indicates the building is in need of significant repair." "Anderson believes it is most important to be thinking about the broad district wide issues at the elementary level… While dealing with the individual schools like Heatherwood is a good start, it may not be sufficient down the road."Apr 15, 2024 minutes #
"The recommendation is to not do anything at the middle level for the next 5 years."Nov 18, 2024 minutes #
"Committee members expressed concern for lack of transparency related to starting community engagement with Eldorado. This had not been shared with the committee previously… Committee members voiced the need for clear criteria at the middle level for action and decision-making for the Board so that the public can understand the reasons for taking action or not."Mar 10, 2025 minutes #
"It is too soon to have metrics for middle schools—still working on the elementary schools. Making big moves might undermine the confidence within our communities and within our schools which could cause distrust with the district."Sept 22, 2025 minutes, the meeting at which Fernandez shared "Boulder's Different Direction When Enrollment Drops" #
"Price gave a brief update on the October 21 Work Session in which the Board discussed next steps… staff outlined six options available to the Board to reconfigure the district's facilities portfolio, ranging from allowing schools to stay small to closing some schools." Members: "Action is needed sooner than later"; "The district needs to consider upcoming Bond projects and make decisions before construction contracts are finalized next fall"; "The board is not looking for the community to make a decision; they want to know how the community feels."Nov 17, 2025 minutes, with Anderson and Barber present #
"In regards to the Superior Town Council meeting, there was a perception that the district already knows what schools are closing and is keeping it from the community. There is some frustration and questions about who is actually making this decision and who decides what to bring to the Board." On the planned sessions: "the trade-offs provided are too narrow"; "Have an exit poll or survey so that people can offer other suggestions or ideas that did not come up in the scenarios." "The problem is lack of children, not marketing."Mar 9, 2026 draft minutes, the last posted #

7. The web page over time

The Wayback Machine holds 31 captures of the LRAC page from September 30, 2022 to August 26, 2026. Six are saved here. What changed:

Nothing substantive was hidden: the page today links more than it ever did, and the district's own news posts still say the Board "created the Long Range Advisory Committee" in spring 2022 to develop the metrics. The founding roster is the one document that a reader of today's page cannot find, and it is saved above. Sept 2023 post
