BVSD and the Museum of Boulder: what the records show
Every email in the 397-file production that touches the district's contact with the Museum of Boulder about using a school building after closure. They reduce to one direct exchange, the Museum's own account of the meeting, and three days of the district deciding how to describe it to a reporter.
- There is one direct BVSD–Museum email exchange in the record, July 6 to 13, 2026. The Museum's director thanks "Rob and Rob" for a meeting about "a partnership," says "At our last meeting, you requested some specs for housing the collection," attaches the specs, and invites them to a collections tour. COO Rob Price replies: "We'll revisit this information in the fall (Oct/Nov) when we know exactly which schools will be available." #370
- The Museum's own account, July 20: "not only have we not had discussions with you or anyone about specific schools, we don't even have an agreement with BVSD about whether a space-sharing arrangement is possible." The Museum has talked space-sharing "over the past two years" with the City, the Library District, the County and BVSD. #377
- The district's account moved over three days. July 21: future use is "a separate process" after the Board decides; then "No. No conversations… no basis in fact." July 22, internally: "our team did meet with the Museum of Boulder, at their request at the end of June, to hear their interest in space." July 23: that line goes to the reporter, with "Any conversations about specific buildings will come after the Board approves a plan." #373 #375 #381 #384
- No building is named anywhere in the record. The reporter's "Whittier was the ideal match… a list presented" rests on her source; nothing produced by BVSD or the Museum names a school. Two things in the record do bear on post-closure use: BVSD asked for the Museum's space requirements, and the follow-up was tied to which schools "will be available."
- Gaps: an earlier "Museum of Boulder" thread with Price and Anderson exists (the Museum's July 20 email is a reply on it) and was not produced; the specs and collection summary attached on July 6 are absent; no calendar entry for the late-June meeting was produced although calendar items were requested; and there is no internal BVSD discussion of the Museum's specs.
1. The direct exchange
The only email between BVSD and the Museum in the production. Both messages are in one file, a Gmail print made on August 11, twelve days after the request's due date. #370
Rob and Rob,
Thank you for making time to talk with us about a partnership with the Museum of Boulder. Bob and I both agreed that this could be an incredible win-win situation for both of our institutions.
At our last meeting, you requested some specs for housing the collection. It was a great exercise as we dreamed of a possible new home. The attached document is a bit on the over-detailed side, but putting things on paper was good -- knowing, too, that no space will check every box. I've also included a summary of the collection that's a few years old, but gives you a sense of what we have.
Also, for a site visit, we are hosting a Collections Tour on Saturday, October 10 and I'd love to have one or both of you as my guest. We can also pick another day / time as we approach the early fall.
I have copied Bob and our Curator, Elizabeth Nosek, on this email as an FYI to both.
Thanks,
Chris
Attachments referenced: the specifications document and a collection summary. Neither was produced.
Hi Chris,
Thanks for sending this over. We'll revisit this information in the fall (Oct/Nov) when we know exactly which schools will be available.
We can also revisit the tour as we get closer to October.
Thanks again,
Two readings coexist. The district's: a partner asked to be heard, staff listened, and nothing happens until the Board decides. The other: the district solicited a partner's building requirements in June and, in July, framed the next step as depending on which schools become available, while telling the public that no such conversations had begun.
2. The Museum's account
Written the evening the reporter called the Museum, and sent to Price and Anderson. It exists in the production only because Barber forwarded it to the reporter two days later; the district did not produce the original or the thread it belongs to. #377
Rob and Rob:
Just a head's up that Chris and I received a call this evening from Jenna Sampson, a reporter for Boulder Reporting Lab. She wanted to know if the Museum had been offered space in a particular school by BVSD staff. We confirmed that, not only have we not had discussions with you or anyone about specific schools, we don't even have an agreement with BVSD about whether a space-sharing arrangement is possible.
We emphasized that the Museum has had discussions over the past two years with several government entities about space sharing for the Museum's collection, including the City of Boulder, the Boulder Library District, Boulder County, and BVSD. We said that, in addition to alleviating space constraints that the Museum has, a possible space-sharing collaboration with an organization that has an educational mission--like the library or BVSD--would be particularly attractive to the Museum as a way to share historical artifacts and photographs in our collection with a wider segment of the community.
Chris and I wanted you to be aware of this inquiry.
Best,
Bob
The subject line "Re: Museum of Boulder" means an earlier thread of that name, between the Museum and the two Robs, predates July 20. It is not in the production. Barber's "(emphasis added)" did not survive the PDF rendering, so which sentence he emphasized cannot be seen.
3. Three days of the district's account
- The reporter asks Barber "what the district might share about its conversations around possible agreements forming to take over closed schools… partnering with institutions such as CU or the Museum of Boulder… and if so do those possibilities add weight to the scale toward closure?" #373
- Barber: "Any consideration regarding the future use of a closed facility is a separate process that would occur only after the Board makes its decision this fall. We have, of course, been in communication with municipalities and community partners to keep them informed about the ongoing process. However, discussions about the future of any specific facility have not begun at this stage. At this point, it is simply too early for those conversations." #373
- Reporter: "So there haven't been any conversations at all with community partners about the possible use of school buildings? I've heard Whittier and Southern Hills have both been discussed in that vein." #374
- Barber: "No. No conversations. I'm curious on who your source is - since that has no basis in fact. I would suspect that you'll hear more rumors before August 25 - when we present a proposed plan to the Board of Education." #375Eight days after Price's "when we know exactly which schools will be available."
- Reporter: "I know in fact a meeting between Rob and Bob Yates has taken place to discuss using a school for storage. I was told Whittier was the ideal match, but there was a list presented to select from. And related to that, what is the district's thinking around how the possible future use of school buildings plays into the final decision making?" #376
- Barber: "Will you please connect me with your editor? BVSD has not been engaged in conversations regarding the use of any specific buildings. My understanding is that Mr. Yates confirmed this when his team spoke with you… Any reporting that identifies particular buildings as part of this process would be inaccurate and could unnecessarily create confusion and concern within our community." Forwards the Yates email; copies Price "FYI". #377 #379
- Reporter: "you are now confirming there has been dialogue with the museum about the use of space later this year but not specific buildings, is that correct? Is future use planning factoring into the consolidation plan?" #380
- Internal. Barber to Price, "what do you think of this": "district staff have met proactively with municipal partners, prior to the beginning of planning. My understanding is that these were high-level and not specific to the plans being actively developed now. Similarly, our team did meet with the Museum of Boulder, at their request at the end of June, to hear their interest in space. Again, no specific plans were discussed." #381
- Internal. Barber: "Maybe we add: We, of course, appreciate the interest of community partners in supporting any school buildings, if that becomes needed… Any conversations about specific buildings will come after the Board approves a plan, which is expected in September." Price's reply, if any, is not in the production. #382
- Barber to reporter: "Let me check with my team regarding general meetings with partners… I'm boarding a flight right now." #383
- Reporter: "What does a high level conversation about the use of buildings look like and how do those partnerships play into the presentation being presented to the board? Can you explain how partnerships will be key to the plan?" #386
- Reporter to Board President Nicole Rajpal, "as an elected member of the board, with independent oversight": what does she think of the district "meeting with community partners to discuss the use of school buildings," and will partner interest "play into the decisions you make around consolidation"? Rajpal forwards it to Barber and Anderson: "FYI". #387
- Barber: "Again, I would like to speak with your editor. Please provide their contact information." The 10:33 questions are not answered in the record. #388
- Rajpal to the reporter, cc Barber: "our process is to include Randy Barber in any media requests… Any decisions the Board will make regarding school closures and consolidations will be based on feedback from the community engagement sessions, our commitment to provide high-quality educational opportunities… and our obligation to manage District resources wisely." #389
- Reporter: "Ok, so specifically, the potential opportunity for a building to be utilized by a community partner is not a factor in any decision making? Are you aware of these meetings the district has had regarding potential future use?" No reply in the production. #389
- The records request is filed, naming the Museum of Boulder among the outside entities. #390
4. The two accounts, side by side
| Point | Museum (Jul 6 and Jul 20) | District to reporter (Jul 21–23) |
|---|---|---|
| Who initiated | Not stated on Jul 6; on Jul 20, the Museum has been seeking space-sharing partners "over the past two years" | "at their request" (Jul 23) |
| What was asked for | "you requested some specs for housing the collection" (Jul 6, addressed to Price and Anderson) | "to hear their interest in space… no specific plans were discussed" (Jul 23) |
| When | "our last meeting," before Jul 6 | "at the end of June" (Jul 23); on Jul 21, "No. No conversations" |
| Specific schools | "we have not had discussions with you or anyone about specific schools" (Jul 20) | "not been engaged in conversations regarding the use of any specific buildings" (Jul 22) |
| Next step | Collections tour Oct 10; specs sent | Price, Jul 13: revisit "in the fall (Oct/Nov) when we know exactly which schools will be available"; to reporter, Jul 23: "after the Board approves a plan, which is expected in September" |
| Does it bear on the decision | Not addressed | Not answered; the Board President's reply lists the decision factors without mentioning building use |
5. What is missing, and where it would be
- The "Museum of Boulder" thread. Bob Yates's Jul 20 email is a reply on a thread with that subject, to Price and Anderson. Everything before Jul 20 on it, including whatever set up the June meeting, is absent. It is squarely within the request (emails "concerning the potential lease… occupancy, tenancy, or future use of district-owned school facilities… with representatives of the Museum of Boulder"). #390
- The Jul 6 attachments. The specifications document and the collection summary. Their contents would show what kind of space the Museum described and whether it resembles a school building.
- Calendar items. Requested; none produced for anyone. A calendar entry for the June meeting would show the date, the attendees, and whether it was at the Museum's request.
- Internal reaction. No BVSD email discusses the specs, the tour invitation, or the Museum after Jul 13 other than Barber's drafting for the reporter. Either no such email exists or it was not produced.
- Production timing. The request was due Jul 30; the Museum print is dated Aug 11. #370
- Outside the record. The Museum is a public-facing nonprofit; its board minutes and the City, Library District and County conversations Yates describes are separate sources for the same question. The district's own Board agendas since October 2025 would show any executive session noticed under the real-property provision of the open-meetings law.
