"Council Members expressed interest in being kept informed": BVSD and the City of Boulder

The email thread in which BVSD asked the City of Boulder for time on a City Council agenda, what the district told the City Manager it was planning, and what Council was then shown on March 26, 2026. Reproduced verbatim from the district's records, with the follow-on documents and the other City touchpoints in the production.

  1. The district said Council had asked to be kept informed. Price to City Manager Nuria Rivera-Vandermyde, January 30, 2026, cc Anderson: "When our Board of Education met with City Council last year, I recall that Council Members expressed interest in being kept informed regarding our declining enrollment work." He then asked "the appropriate process for requesting time on a Council agenda." #136
  2. The district told the City the plan and the timeline before it told families. Same email: "Beginning in March, we will launch a community engagement process… Over the summer, staff will develop potential school adjustment options and present them to the Board of Education in August. Board action would then be anticipated in October. These options may include school closures, consolidations, grade-level reconfigurations, and other possible adjustments." The first newsletter to families went out February 10. #136
  3. The date was settled between the City Manager and the superintendent. March 4: "I happened to have breakfast with Rob yesterday, so I assume you know we're planning on this for March 26th." #136
  4. Council was shown the schools. The deck Price sent on March 13 and the Clerk distributed to "Mayor, Council Members and Hotline followers" on March 23 says "Resident students cannot support 2 classes/grade at Bear Creek, Flatirons, Heatherwood, Douglass, Mesa, and Whittier" and "Engagement will not: Guarantee preservation of specific schools; Delay action." #160 #169
  5. It is the City's business, in the district's own framing. The deck's Phase 7 includes a "Facility real estate process if needed"; the 2005 City/BVSD agreement gives the City first right of refusal on closed sites; and through spring and summer 2026 the City was also briefing BVSD as a partner taxing entity on the downtown development authority. #367 #397

Good Morning Nuria,

I hope you're doing well. When our Board of Education met with City Council last year, I recall that Council Members expressed interest in being kept informed regarding our declining enrollment work.

Beginning in March, we will launch a community engagement process to discuss the impacts of declining enrollment across the district. Over the summer, staff will develop potential school adjustment options and present them to the Board of Education in August. Board action would then be anticipated in October. These options may include school closures, consolidations, grade-level reconfigurations, and other possible adjustments.

If City Council would be interested in a presentation on this work, please let me know the appropriate process for requesting time on a Council agenda in late February or early March. I would also be glad to meet with you and your staff in advance if that would be helpful.

Thank you for your time and consideration. I look forward to hearing from you.

Best regards,
Rob

Good Morning Nuria,

I'm following up on the email below and wanted to check whether City Council would be interested in receiving a presentation on our declining enrollment engagement work.

Thank you,
Rob

Sent the morning after the district's first "Enrollment Impacts" newsletter to families (February 10).

Hey Rob - my apologies. I just found this in my junk mail folder for some reason. I happened to have breakfast with Rob yesterday, so I assume you know we're planning on this for March 26th.

Importantly, please know if you don't hear from me promptly, it's likely I haven't seen your email. Absolutely feel free to contact me at [phone]. Text or call almost always works best.

"Rob" here is Superintendent Rob Anderson; the breakfast was March 3, 2026.

We publish the packet 1 week prior to the meeting. I know that falls during spring break so as early as you can get it to us. We can also send it out via hotline later so could wait until Monday/early Tuesday of that week if need be. Just let us know so I know what to tell the clerk to expect. Thanks.

Thanks for the response. I'll make sure you have the presentation by end of day, March 13th.

Rob

What followed

  1. Price sends the City Manager "our presentation for the March 26th City Council meeting," the 27-slide "Defining the path forward: A Strategic Community Engagement Plan for Resilient Schools" (Communications Manager Susan Cousins copied). #160
  2. City Clerk Elesha Johnson posts it to the public Council Hotline: "Good morning Mayor, Council Members and Hotline followers, Attached find the subject presentation for this Thursday's meeting," as "March 26, 2026 - Item #1 - Boulder Valley School District Presentation." A Boulder County contact forwards it to Barber, noting the County Commissioners' town hall at Heatherwood on May 19. #169
  3. BVSD presents to Boulder City Council, 5:30 pm, Item #1. The City's video and minutes are public records outside this production.
  4. Barber to Price: "Heads up. Sounds like the county is holding a meeting at Heatherwood in May." #180
  5. District newsletter to families: "BVSD's community engagement efforts include connecting with the cities that make up our district… Last month, staff presented to the City of Boulder. Up next: the City and County of Broomfield on May 12. Watch the Boulder City Council meeting." #216

What Council was shown

From the deck as distributed on the Hotline. #169

Slide 2, "Tonight's Presentation"

Slide 13, Boulder region takeaways

Boulder region K-5: capacity 6,762; resident students 3,892; utilization 62% in 2025, 59% projected for 2030. Slide 14: "11 schools currently enrolled below 2 classes/grade"; "10 schools expected to continue to decline over 5 years."

Slide 20, on the engagement

Timeline slides

Read fairly: briefing the City was a stated part of the district's engagement plan ("Phase 1: begin to engage with municipalities"), it did the same for Superior (Feb 23), Louisville (Feb 24) and Broomfield (May 12), and the newsletter told families about it and linked the video. The point is not that the briefing was hidden. It is that the City was told the timeline six weeks before families were, was shown school-level takeaways while the public line was "no list," and was treated as a party with a stake, which is what a council asking to be "kept informed" is.
