# Bundle 1 — "BVSD Declining Enrollment Options" thread (43 files)

**Source:** `bundles/1-declining-enrollment-options-thread.txt` (12,143 lines, ~57k words as extracted; the unique, non-quoted content is only about 2,200 words because every reply quotes the entire chain beneath it).
**Reader note on file names vs. header times:** every file header gives the send time in MDT. The quoted "On … wrote:" lines inside the emails (and the `_MMDDYYYY_HHMMPM` suffix in the file names) run **one hour later**, because the contractor's mail client is on Central time (Omaha, NE). So `Re_…_04122026_0214PM.pdf` is the email sent **1:14 PM MDT** on April 12. Times below are MDT from the headers.
**File-name convention used below:** all 43 files are `BVSD_Declining_Enrollment_Options.pdf`, `Fwd_BVSD_Declining_Enrollment_Options[_suffix].pdf` or `Re_BVSD_Declining_Enrollment_Options[_suffix].pdf`. They are cited by suffix, e.g. `04122026_0214PM` = `Re_BVSD_Declining_Enrollment_Options_04122026_0214PM.pdf`. Two files have no suffix: `Re_BVSD_Declining_Enrollment_Options.pdf` (May 3, 2:34 PM) and `Fwd_BVSD_Declining_Enrollment_Options.pdf` (Apr 12, 12:01 PM).

  - Karla Estevan, Don McGinnis, Fabi (Fabiola) Gomez — BVSD staff; recipients of the Apr 26 forward asking for Spanish translations of on-screen labels. Titles not stated.
  - "Jason" — first name only; both parties refer to him as coordinating Krista's other BVSD video projects.
- **Files (43):** `BVSD_Declining_Enrollment_Options.pdf`; `04112026_0514PM`, `_0839PM`, `_0843PM`; `04122026_1255PM`, `_0100PM`, `Fwd_BVSD_Declining_Enrollment_Options.pdf`, `_0129PM`, `_0135PM`, `_0154PM`, `_0210PM`, `_0214PM`, `_0225PM`, `_0229PM`, `_0233PM`, `_0344PM`, `_0510PM`, `_0535PM`, `_0555PM`, `_0617PM`, `_0618PM`, `_0728PM`, `_1005PM`, `_1012PM`, `_1033PM`, `_1035PM`, `_1037PM`; `04132026_0940PM`, `_0944PM`, `_0948PM`; `04202026_0947PM`; `04212026_0656PM`, `_0919PM`, `_0921PM`; `04252026_0730AM`; `Fwd_…_04262026_0923AM`, `04262026_1036AM`, `_1112AM`, `_0815PM`; `05032026_0320PM`, `_0325PM`, `Re_BVSD_Declining_Enrollment_Options.pdf` (May 3); `05112026_0947PM` (+ invoice attachment).
- **What it is (whole thread):** A production thread between BVSD's communications chief and an out-of-state freelance animator. Over the weekend of April 11–12, 2026 the district had five short animations made, one per "declining enrollment option", for a slide deck and printed materials used at the district's first community event on Monday April 13. The thread then covers static versions, Spanish versions (Apr 20–26), a full narrated explainer video (script and voice track by Randy Barber, draft delivered May 3) and the contractor's $1,710 invoice (May 11). No schools, enrollment figures, savings or criteria are discussed anywhere in the thread; its value is what it shows about how the district framed and produced its options messaging, and when.
- **Redactions / attachments:** No redactions observed. Two attachments to the Apr 25 email are named but **not produced** in the bundle: "BVSD's Declining Enrollment Options SCRIPT - with P…" (name truncated) and "Declining Enrollment Options - TRACK.wav". Several "here is a link" references have no URL in the extracted text (Apr 11 draft stills; Apr 13 stills; Apr 26 Spanish Dropbox folder), i.e. the hyperlink was lost in PDF rendering. The May 11 invoice PDF **is** produced (text extracted). Frame.io preview links present: `https://f.io/8_FE5RQh` (individual animations) and `https://f.io/Uduouofy` (full animation); Dropbox link present for three Spanish stills (Apr 21).
- **Overall relevance:** **Medium.** Nothing here bears on which schools close or why, but it documents (a) the district's five-option framework and its wording as of April 11, (b) an explicit instruction to make the under-enrolled school in the animation "feel more under enrolled", (c) that the explainer video's script and narration were written and voiced by the Chief Communications Officer, and (d) the timing and modest cost of the materials.
- **Tags (whole thread):** COMMUNICATIONS-PR, CONSULTANTS, PROCESS, COMMUNITY-INPUT, FINANCES

The sub-entries below follow the conversation turn by turn.

#### 1a. Sat April 11 — draft stills and Barber's animation direction

- **Files:** `BVSD_Declining_Enrollment_Options.pdf` (3:52 PM), `04112026_0514PM` (4:14 PM), `04112026_0839PM` (7:39 PM), `04112026_0843PM` (7:43 PM)
- **What it is:** Krista Aiello sends "draft previews (stills) of four of the options" and asks how to visualise "Relocate Focus Programs" ("should this show something like an art program or science program that is being moved to one school from another?"). Barber replies within 22 minutes with a scene-by-scene storyboard for all **five** options. Two short thank-you emails close the day.
- **Key facts / quotes:**
  - Krista offered "two options for School Closure – let me know if you have a preference between the two." (`BVSD_Declining_Enrollment_Options.pdf`)
  - Barber: "This is outstanding. I think the look and feel are right. I'll just provide a few notes, but you are on the right track!" (`04112026_0514PM`)
  - The five options, in Barber's wording (`04112026_0514PM`):
    1. "Introduce or expand focus programs"
    2. "Relocate focus programs"
    3. "Grade reconfiguration, e.g. K-2 & 3-5 or convert K-8s to elementary and middle"
    4. "Consolidate two or more schools into one building (existing or new)"
    5. "Close one or more schools and distribute students to multiple schools"
  - Visual language: schools drawn as buildings with "kids" in shades of blue; a focus program is a circle icon that gets a "green plus"; the grade-reconfiguration scene ends "swap out the K-2 for Elementary and 3-5 for Middle. Maybe the schools plump up to.. because they are K-8s instead of K-5s?" (`04112026_0514PM`)
  - Consolidation scene: "Kids from the school on the right come and gather with the kids on the left and are all mixed by the end … Right school fades away." (`04112026_0514PM`)
  - Closure scene: "I definitely like the closure version with the closing school above the other three. I'd make it the same size. Obviously, we'd have kids move some how down" (`04112026_0514PM`). This is a choice between two layouts the animator offered, not a policy preference.
- **Relevance:** Medium — the earliest dated statement in this bundle of the five-option set and the district's own example of what "grade reconfiguration" means.
- **Tags:** COMMUNICATIONS-PR, CONSULTANTS, PROCESS

#### 1b. Sun April 12, 11:55 AM – 2:44 PM — preview, internal review, "relocate" feedback

- **Files:** `04122026_1255PM` (11:55 AM), `04122026_0100PM` (12:00 PM), `Fwd_BVSD_Declining_Enrollment_Options.pdf` (12:01 PM), `04122026_0129PM` (12:29 PM), `04122026_0135PM` (12:35 PM), `04122026_0154PM` (12:54 PM), `04122026_0210PM` (1:10 PM), `04122026_0214PM` (1:14 PM), `04122026_0225PM` (1:25 PM), `04122026_0229PM` (1:29 PM), `04122026_0233PM` (1:33 PM), `04122026_0344PM` (2:44 PM)
- **What it is:** Krista posts the animated versions to Frame.io (`https://f.io/8_FE5RQh`). Barber approves, forwards the link to three colleagues for concerns, and relays their feedback in three instalments over the next hour and a quarter: the "relocate focus programs" animation must show that a building may close, and the "add a focus program" animation must start with fewer kids. Krista revises on the same link.
- **Key facts / quotes:**
  - Barber: "I think you've nailed it. Let me go ahead and just show it to my team and just make sure that there isn't anything they are worried about and I'll circle back." (`04122026_0100PM`)
  - One minute later he forwards to Susan Cousins, Robbyn Fernandez and Rob Price: "Please look at this preview of the animations. I think they came out well. Any concerns?" (`Fwd_BVSD_Declining_Enrollment_Options.pdf`). The forward is the only file in the thread addressed to anyone other than Krista until Apr 26.
  - First feedback (unattributed, relayed at 12:35 PM): "Regarding the "relocate focus program" it's possible that it would result in a building being closed, then the focus program relocates to another building. I would suggest that this be illustrated in the animation." and "after program moves from building , we would lighten the first building- just like the school closure animation." (`04122026_0135PM`)
  - Second feedback: "we need to illustrate both possible scenarios… A building could be closed, and then a focus program moved in, or a focus program co-locating with another school." Barber proposes Option 1 (one school "fades and existing students also fade", focus school "re-establishes but now in focus school color. Old focus school location fades to gray") and Option 2 ("Receiving school is split into two parts"). (`04122026_0210PM`)
  - Third feedback: "For the add a focus program one, can we start with less kids. We'd still add in addition people, the way you've done. We've got to make the original school feel kore under enrolled" [sic, "more"]. (`04122026_0214PM`)
  - "That's it. Feedback complete" (`04122026_0225PM`); the relocate scene is to be "One animation. I think it could be intro slide, option 1 and then option 2." (`04122026_0233PM`)
  - Krista: "I don't think I quite got the relocate focus programs edit correct – happy to hop on a call to discuss. When animating I had a tough time following the notes" (`04122026_0344PM`).
- **Relevance:** **High** for two points: the instruction to visually exaggerate under-enrollment in the "introduce/expand focus programs" scene, and the reviewers' view that "relocate focus programs" can itself mean a closed building (so three of the five options may involve closing a school).

#### 1c. Sun April 12, 4:10 PM – 9:37 PM — approval, "added into the deck", icons for tomorrow's session

- **Files:** `04122026_0510PM` (4:10 PM), `04122026_0535PM` (4:35 PM), `04122026_0555PM` (4:55 PM), `04122026_0617PM` (5:17 PM), `04122026_0618PM` (5:18 PM), `04122026_0728PM` (6:28 PM), `04122026_1005PM` (9:05 PM), `04122026_1012PM` (9:12 PM), `04122026_1033PM` (9:33 PM), `04122026_1035PM` (9:35 PM), `04122026_1037PM` (9:37 PM)
- **What it is:** Krista delivers the revised relocate animation. Barber says the team loves them, has put them into the presentation deck, and asks for a static icon per option to tie into printed "hard materials for tomorrow's session"; he also says he will now rework his script and record the narration for a video version. A small misunderstanding follows (stylised icons vs. static frames of the animations); statics are agreed for the next evening.
- **Key facts / quotes:**
  - "Everyone loves it!! I've gone ahead and added them into the deck." (`04122026_0535PM`)
  - "if you were to represent these five things as an icon is there a version that would work … It would be great to tie them into the other hard materials for tomorrow's session." (`04122026_0535PM`) — "tomorrow" = Monday April 13.
  - "I think we are set for this phase.. and are in really good shape for the video version. I'll likely tweak my script now that I know how everything works.. and get the track down." (`04122026_0535PM`) — i.e. Barber is the scriptwriter and voice.
  - "individual icons for each one, so five total" (`04122026_0618PM`).
  - Krista sends "the first three icons … showing the options in a pretty simplistic visual way" at 9:05 PM (`04122026_1005PM`); Barber: "I had originally thought of a static version of the animation … This is an intriguing idea of simplifying it to this point. I can show it to our team tomorrow" (`04122026_1012PM`).
  - Statics "tomorrow evening" agreed: "No. We can definitely insert them moving forward.. and that will give me a chance to check in and get the thoughts of the team." (`04122026_1035PM`)
- **Relevance:** Medium — fixes the timeline: the deck for the first public session was finalised on Sunday afternoon, the day before the event.
- **Tags:** COMMUNICATIONS-PR, COMMUNITY-INPUT, CONSULTANTS

#### 1d. Mon April 13 — stills delivered; "We are at our first event"

- **Files:** `04132026_0940PM` (8:40 PM), `04132026_0944PM` (8:44 PM), `04132026_0948PM` (8:48 PM)
- **What it is:** Krista sends a link to stills of the animations ("a few of them I adjusted the layouts, but not quite sure if they are working"; URL not in extracted text). Barber replies from the event.
- **Key facts / quotes:**
  - "Thank you for talking a stab at it. We are at our first event. The animation are working great. Let me chat with the team first thing in the morning and I'll circle back with you." (`04132026_0944PM`)
  - This places the district's **first** community engagement event on the declining-enrollment options on the evening of **Monday April 13, 2026**, using the animations built Apr 11–12.
- **Relevance:** Medium — dates the first event and confirms the animations were shown there.
- **Tags:** COMMUNITY-INPUT, COMMUNICATIONS-PR, PROCESS

#### 1e. April 20–21 — Spanish versions

- **Files:** `04202026_0947PM` (Apr 20, 8:47 PM), `04212026_0656PM` (Apr 21, 5:56 PM), `04212026_0919PM` (Apr 21, 8:19 PM), `04212026_0921PM` (Apr 21, 8:21 PM)
- **What it is:** A week after the first event Barber asks for Spanish renders of all five animations and supplies the translated titles. Krista delivers three of five via Dropbox the next evening and asks for translations of the remaining on-screen labels.
- **Key facts / quotes:**
  - "Would you be able to render spanish version of all five?" (`04202026_0947PM`). Note the district's Spanish for "focus programs" is "programas especializados".
  - Krista: "Here's a link to access three of the five" (Dropbox URL present) and "Could you also provide the translation for the following: Grade Reconfiguration: K2, K5, Middle, Elementary / Relocate focus programs: Option 1, Option 2" (`04212026_0919PM`).
  - Barber: "Thank you!!" (`04212026_0921PM`).
- **Relevance:** Low–Medium — shows Spanish-language versions of the options materials were produced roughly one to two weeks after the English versions were first shown.
- **Tags:** COMMUNICATIONS-PR, COMMUNITY-INPUT

#### 1f. April 25–26 — script and voice track done; translation forward; no hard deadline; other projects

- **Files:** `04252026_0730AM` (Apr 25, 6:30 AM), `Fwd_BVSD_Declining_Enrollment_Options_04262026_0923AM.pdf` (Apr 26, 8:23 AM), `04262026_1036AM` (Apr 26, 9:36 AM), `04262026_1112AM` (Apr 26, 10:12 AM), `04262026_0815PM` (Apr 26, 7:15 PM)
- **What it is:** Barber apologises for missing the translation request, and sends the finished script and narration track for the full video (attachments named, not produced). He forwards Krista's label question to three BVSD colleagues for translation, then relays their answers. Asked for a deadline, he says there is none but the video will be used as soon as it is done, and flags two other video projects. Krista delivers all five Spanish versions that evening and gives her May 21–June 5 absence.
- **Key facts / quotes:**
  - "Somehow I missed your additional note. I'll get those Spanish translations today. For the full video, I finished the track and script." Attachments: "BVSD's Declining Enrollment Options SCRIPT - with P…" and "Declining Enrollment Options - TRACK.wav" (`04252026_0730AM`). **Neither attachment is in the production.**
  - Forward to Karla Estevan, Don McGinnis, Fabi Gomez: "Krista is helping us create the animations and graphics for our five options. I've given her what we used on the slides for: Grade Reconfiguration … Relocate focus programs … What about: K2, K5, Middle, Elementary" (`Fwd_…_04262026_0923AM`). Confirms the Spanish option titles were the ones already "used on the slides".
  - "Timeline-wise -- we don't have a hard deadline... but we definitely will use it as soon as its complete... plus we'll want to do a spanish version, like we did on the other video." (`04262026_1112AM`)
  - "I'm almost done finishing the track for the budget video we discussed... and Jason said you'll be taking on my child abuse and neglect video. Might be a good idea for us to map out what is possible for you." (`04262026_1112AM`)
  - Translations returned: Option 1/2 → "Opción 1/2"; K2, K5 unchanged; "Elementary → Primaria"; "Middle → Secundaria" (`04262026_1112AM`).
  - Krista: "Here's a Dropbox link with all Spanish versions" (URL not in extracted text); "I will be out of town for two weeks at the end of May (May 21-Jun 5)" (`04262026_0815PM`).
- **Relevance:** Medium — establishes that the explainer video's words and voice are Barber's own, that there was no external deadline driving it, and that the district had already produced "the other video" with a Spanish version.
- **Tags:** COMMUNICATIONS-PR, CONSULTANTS, PROCESS

#### 1g. Sun May 3 — full animation draft

- **Files:** `05032026_0320PM` (2:20 PM), `05032026_0325PM` (2:25 PM), `Re_BVSD_Declining_Enrollment_Options.pdf` (2:34 PM)
- **What it is:** Krista delivers the first full-video draft on Frame.io; Barber approves personally and says he will circulate it to the team for edits.
- **Key facts / quotes:**
  - "Here is a preview of the full animation: https://f.io/Uduouofy" (`05032026_0320PM`)
  - "Wow! I love it. I think it turned out really well. Let me circulate it with our team.. and I'll see if they have any edits." (`05032026_0325PM`)
- **Relevance:** Low–Medium — dates the first complete draft of the narrated options video to May 3, 2026 (three weeks after the first event).
- **Tags:** COMMUNICATIONS-PR, CONSULTANTS

#### 1h. Mon May 11 — invoice and follow-up

- **Files:** `05112026_0947PM` (8:47 PM) with attachment `Aiello Invoice_Declining Options_211_260511.pdf`
- **What it is:** Krista sends her invoice and asks whether the team's feedback on the full animation has come back. No reply is in the bundle, so the thread ends with the video draft unapproved as of May 11.
- **Key facts / quotes:**
  - "Attached in my invoice for the current work done on the Declining Enrollment Options. Also, just wanted to check in to see if you received feedback on the initial full animation." (`05112026_0947PM`)
  - Invoice #211, Aiello Designs, billed to "Boulder Valley School Distrct" [sic], attn Randy Barber. Invoice Date April 12, 2026 (odd, since it covers work through May 3); Payment Due May 12, 2026; **Amount Due $1,710.00**.
  - Line items, all at **$95.00/hr**: Motion Design 11 hrs = $1,045.00 ("5 presentation animations • English and Spanish"); Design 1 hr = $95.00 ("5 presentation stills • English and Spanish"); Motion Design 6 hrs = $570.00 ("Full Animation, Initial Draft"). Total 18 hours.
  - Notes: "Project: BVSD Declining Enrollment Options Animated Video. Delivered final files: 5 individual animations and 5 still images in both English and Spanish. Draft delivery: Initial full English video draft submitted on 05/03. Final approval pending."
- **Relevance:** Medium — the only dollar figure in the bundle; also fixes the status of the video ("Final approval pending") as of May 11.
- **Tags:** FINANCES, CONSULTANTS, COMMUNICATIONS-PR

## 2. Top findings in this bundle

1. **The animator was told to make the under-enrolled school look emptier.** Relaying his team's notes on Sunday April 12, Randy Barber wrote: "For the add a focus program one, can we start with less kids … We've got to make the original school feel kore [more] under enrolled" (`04122026_0214PM`). The animations were shown at the district's first public options event the next evening (`04132026_0944PM`). For a coalition arguing the engagement process framed the outcome, this is a direct, dated instruction to shape the visuals toward the under-enrollment narrative. It is a comms instruction about a cartoon, not a data claim, and should be presented as such.

2. **The five-option menu was fixed, worded and animated before the first community event, over a single weekend.** Barber's storyboard for all five options is dated Saturday April 11 (`04112026_0514PM`); animations were approved and "added into the deck" on Sunday afternoon (`04122026_0535PM`); the "first event" was Monday April 13 (`04132026_0944PM`). Nothing in the thread suggests the option set itself was open to change at the events, though this thread is only the visual production side.

3. **District reviewers treated "relocate focus programs" as a possible closure.** The first feedback from the group Barber forwarded to (Cousins, Fernandez, Price) was that relocating a focus program "would result in a building being closed" and that the animation should show "both possible scenarios" (`04122026_0135PM`, `04122026_0210PM`). Read with "consolidate" (right school "fades away") and "close", three of the five options in the district's own visual vocabulary end with a greyed-out building. Useful when the district describes the menu as five distinct alternatives to closure.

4. **The explainer video's script and narration are the Chief Communications Officer's own work.** "I'll likely tweak my script … and get the track down" (`04122026_0535PM`); "For the full video, I finished the track and script" with a script document and a `.wav` attached (`04252026_0730AM`). The script and audio were **not produced** in this CORA response even though they are attachments to a responsive email; that is a concrete gap to raise with the district or Boulder Reporting Lab. The COO (Rob Price) was on the review forward, so operations leadership saw the visuals before the first event (`Fwd_BVSD_Declining_Enrollment_Options.pdf`).

5. **Cost was small.** The whole package — five animations, five stills, English and Spanish, and a first full-video draft — was invoiced at $1,710 for 18 hours at $95/hr by a solo freelancer in Omaha (`05112026_0947PM`, invoice). This cuts against any narrative that the district spent heavily on outside PR for the options campaign; if the coalition raises consultant spending, this contractor is not where the money is.

6. **Spanish-language versions lagged the English by one to two weeks.** English animations were shown April 13; Spanish renders were first requested April 20 and completed April 26 (`04202026_0947PM`, `04262026_0815PM`). Depending on when Spanish-speaking families' sessions were scheduled, this may or may not matter; the thread also shows the district did get translations turned around within a day of asking (`04262026_1112AM`).

7. **The full narrated video had "no hard deadline" and was still unapproved on May 11.** (`04262026_1112AM`, invoice note "Final approval pending".) If the district later cited a published explainer video as part of its engagement record, its release date can be bounded: not before May 3 and not approved as of May 11.

8. **The district's own definition of "grade reconfiguration."** Barber's wording is "e.g. K-2 & 3-5 or convert K-8s to elementary and middle" (`04112026_0514PM`), and the on-screen labels are "K2, K5, Middle, Elementary" (`04212026_0919PM`). Useful when asking what a reconfiguration option would actually mean for a given school.

9. **Evidence the district's case is intact on this front:** the thread contains no school names, no target lists, no enrollment or savings numbers and no discussion of which option is preferred. Barber's "I definitely like the closure version" (`04112026_0514PM`) is a choice between two animation layouts the contractor offered, not a policy statement, and should not be quoted as one.

10. **Adjacent comms projects.** Barber mentions "the budget video we discussed", a "child abuse and neglect video" that Krista will take on, and "the other video" which already had a Spanish version (`04262026_1112AM`). If other bundles contain a budget or enrollment video, this establishes the same contractor and the same in-house scripting model.

## 5. Numbers and claims worth checking

- **Five options** presented by the district, in this exact wording: "Introduce or expand focus programs"; "Relocate focus programs"; "Grade reconfiguration, e.g. K-2 & 3-5 or convert K-8s to elementary and middle"; "Consolidate two or more schools into one building (existing or new)"; "Close one or more schools and distribute students to multiple schools" — (`04112026_0514PM`). Check against the option list later presented to the Board and in the Resilient Schools proposal for any drift.
- **On-screen grade labels** for the reconfiguration option: "K2, K5, Middle, Elementary" — (`04212026_0919PM`).
- **Spanish titles** used on the district slides: "Introducir o ampliar programas especializados"; "Reconfiguración de grados"; "Reubicar programas especializados"; "Consolidar dos o más escuelas en un solo edificio"; "Cerrar una o más escuelas y distribuir a los estudiantes entre varias escuelas"; Elementary = "Primaria", Middle = "Secundaria" — (`04202026_0947PM`, `04262026_1112AM`).
- **First community event: April 13, 2026** (Monday evening) — (`04132026_0944PM`). Cross-check against the district's published engagement calendar.
- **Invoice #211: $1,710.00**; $95/hr; 11 hrs (five animations, EN+ES) + 1 hr (five stills, EN+ES) + 6 hrs (full animation initial draft) = 18 hrs; invoice dated April 12, 2026 but sent May 11 and covering work through May 3; due May 12, 2026 — (invoice attached to `05112026_0947PM`). Check whether a later invoice exists for the final video and Spanish video.
- **Full video status:** draft delivered May 3; "Final approval pending" as of May 11; "we don't have a hard deadline" as of April 26 — (`05032026_0320PM`, `05112026_0947PM`, `04262026_1112AM`). Check the publication date of any district explainer video against this.
- **"the other video" with a Spanish version** and a **"budget video"** in progress — (`04262026_1112AM`). Identify these in other bundles.
- **Missing attachments:** the video script ("BVSD's Declining Enrollment Options SCRIPT - with P…") and narration track ("Declining Enrollment Options - TRACK.wav") from `04252026_0730AM` were not included in the production; the stills links (Apr 13) and Spanish Dropbox link (Apr 26) have no URL in the extracted text. Consider a follow-up request for the script.
